Development Spending Falls 21% Short of Target in First 4 Months of FY25

The first four months of the current fiscal year have seen a sharp decline in Pakistan’s development spending. According to information Pro Pakistani was able to secure, the government was only able to spend Rs. 81 billion on development projects between July and October of 2023.

Only Rs. 384.65 billion (the objective) of the Rs. 1,100 billion allotted for the Federal Public Sector Development Program (PSDP) has been approved for expenditure over the course of the four months. This indicates that PSDP is currently 21% less than what was planned for 4MFY25.

Of this, about Rs. 25 billion was spent on projects in provinces and particular regions, and Rs. 63 billion was set aside for development projects in federal ministries and divisions. 18 billion rupees went to National Highways, while 15.86 billion rupees went to Water Resources Division development projects.

While the Railway Division only used Rs. 5.25 billion for its initiatives, the Higher Education Commission (HEC) spent over Rs. 4.7 billion on its development projects. With a budget of Rs. 50 billion, the Cabinet Division only spent Rs. 1.97 million.
